Five copies of the Confidential Report by Mr. R.H.D. Houghton, are attached. Mr. Houghton sailed for the United Kingdom on the 9th April and is due to arrive there in about six weeks from that date.

This is a Confidential Report to the Commissioner of Labour and the extent of the publicity that will be given to it locally has not yet been decided. It will not, however, be published in toto.
